That's really strange. It seems to be working for everyone. Are you sure you checked the upgrade box on the sign up page? If you had to re-enter information on that page for some reason (handle already existed or password didn't match) then you had to check the upgrade box again.
Once you click the email link (or you may want to copy/paste into your browser) it will send you to a payment.wunderground page with an option for a "I just want a FREE account!" or "Is this transaction safe?" (which has a paypal button underneath it). You skip all of that and you see a gift code area below. Plug in the gift code and click on "Redeem". Done.
