This is a goose neck lamp but not adjustable, the rod that forms the curve of the goose neck comes down, through the decorative middle portion but doesn't run into the base. The rod is hollow and was "twisted off" about half inch above the top of the base - not a clean break -- and the bottom of the base is solid. I don't think the two parts will match up until the bottom rim is straightened, it's very heavy lamp. It's valued about $85 and I'd like to have it repaired so it's usable.
Probably what my dad called "pot metal" which doesn't solder or weld well. Epoxy might work.
Or, does a threaded rod run up the length of the lamp? You could get a longer one at a lighting store/department (even Home Depot has them). Use a washer and nut at the bottom, run up through all the pieces and screw on a socket at at the top.
