This is a textbook case that it IS a loose neutral before the panel. The ground wire is carrying some of the load the neutral would be carrying resulting in the shock and voltage reading you got. Since you already checked from outside panel to inside panel, it is probably between outside panel and meter or meter to weatherhead (if overhead service). It could be an issue at the pole in the street (utility company problem). If you are in a trailer park, contact them to check their wiring.
