After doing a lot of internet searches and succumbing to the reality that it would make a lot better sense to add onto the shed, we will go that route and not try to add onto the mobile home.

Sometimes we don't get what we want and what we want isn't worth the hassle.

I would find our what they mean by "Attachment".  It could mean anything that is added on or it could have a specific meaning, like certain size or use.  If that fails, how about a small detached building just a few inches from a door with a "windbreak" between the trailer and bird room made of plastic ground barrier (the 3 mill type).
 
You can also go to the county council and see if you can get permission from them since it is not a living space.  Of course, that'll mean permits and inspections.
 
Exactly how much do want this bird room?

We live in a county where you are not allowed to *attach* a spare room to a mobile home.
I would like to add a bird room (unheated) to our mobile home. As the county says they do not allow for an *attachment*, how can this be done?
Any suggestions?
