THANK YOU SO MUCH!  I ended up going to the electric company and letting them know about the situation.  I was really concerned that they would shut off the power and not turn it back on till I rewired the trailer.  But they confirmed it was a loose neutral and brought in the whole company.  Well, that's what it seemed like.  They dug up next to the pole the and found a corroded connection on the neutral.  A new spliced section, and the power is as it should be.  This is why I joined the group - not just to help others, but to get answers to things I don't know about.

This is a textbook case that it IS a loose neutral before the panel.  The ground wire is carrying some of the load the neutral would be carrying resulting in the shock and voltage reading you got.  Since you already checked from outside panel to inside panel, it is probably between outside panel and meter or meter to weatherhead (if overhead service).  It could be an issue at the pole in the street (utility company problem).  If you are in a trailer park, contact them to check their wiring.
