I would find our what they mean by "Attachment". It could mean anything that is added on or it could have a specific meaning, like certain size or use. If that fails, how about a small detached building just a few inches from a door with a "windbreak" between the trailer and bird room made of plastic ground barrier (the 3 mill type).
You can also go to the county council and see if you can get permission from them since it is not a living space. Of course, that'll mean permits and inspections.

We live in a county where you are not allowed to *attach* a spare room to a mobile home.
I would like to add a bird room (unheated) to our mobile home. As the county says they do not allow for an *attachment*, how can this be done?
