The plastic vapor barrier will also stop the migration of Radon gas if that is one of your concerns.  Radon is a natural phenomenon and is present anyplace there are clay based soils.  I'm assuming that in Wyoming you will building a home that is both well insulated and draft proof, in which case Radon will com up through the floor and not be able to escape so that is eventually builds up to dangerous levels.  In older homes like my own this is not a big problem, and houses can be entirely too tight in my opinion, but that is just me.  I like a little fresh air exchange during the winter instead of waiting for a warm day to air out the house.

A vapor barrior is important when the water seeps up like that.  Yes, I would vent it.  Because of the high water table, you may even have floods down there on rainy years.

We are building our own home in Wyoming.  The water table is pretty high so we opted for a 4' crawl space instead of a basement.  I have a couple of questions:  Do we need to lay down plastic and then gravel on all the open spaces?  De we need to vent it if we do?
