I've used a sealer. And I've tried leaving the stain on longer. Also tried multiple applications of the stain. I haven't tried gel stain yet (thanks for the suggestion). It seems that Aspen is one of a handful of woods that will always be blotchy, regardless. So, I've decided to go with the wood and not stress out that the finish is blotchy. It's just a pool cue rack after all. Thanks for the suggestions.
