If your property is zoned for multi-family (not just Grandfathered in from previous zoning), a 3rd meter is the only solution. That is called a House Meter. Any outside security lighting could also be put on this meter as well as the water heater for the washer.
Another option is to put in your own sub meter so you can determine how much electricity is being charged to one meter. You can then reimburse that tenant or otherwise work out a fair balance.
