What's the size of the water heater? Is it gas or electric? If it's electric, I would get a new one as Joyce recommended. If it's gas, try flushing it out first, to see if it helps.
Another thing to remember is if everyone takes a bath or shower and you run the dishwasher, then you might be running out of hot water. With 4 bathrooms, you might consider two water heaters.

Water heater elements are probably bad. If the heater is pretty old it would be better and more efficient to buy a new one.
