If you post a picture or two of those locks, I will take a shot at advising you.
In what seems like a past life I worked with commercial locks, and restored/repaired many locks on doors in historic buildings, often modifying them to use modern cylinders or making them part of a master keying system. As you note, some commercial lock parts can be very expensive, but there are also a number of sources for much less expensive parts.
Most any real locksmith can easily make a key for your existing cylinder-the problem is finding a real locksmith. Most businesses that go under the "Locksmith" name today seem to consist of what we used to call "drillers and smashers", folks who want to destroy your existing hardware and high-pressure sell you some overpriced, ugly new stuff.
