I agree that it does sound like a low voltage situation.  It sounds like the motors are definitely trying to do their thing. 
 
I assume they are individual units, not a stacked set; in which case the dryer (on 220 volts) might be single phasing (on one 110 volt line).  Check to be sure you're getting 220 out of the outlet.  If so, maybe there is a loose connection in the dryer.  If not, check the breaker first - hopefully you don't have it on two individual 30 amp breakers; should be a single double.  Try running the washer without clothes; if the washer is going off balance when it's empty it could be a stretched or loose belt.
 
If they are a stacked set, I don't know how the wiring is so you'd have to look at the wiring diagram to see if the same loose connection might be effecting both.

We bought front loaders LG in 2004 and now both washer and dryer do not spin right,,,The washer keeps going off balance it will spin and spin but not up to full speed to get the water out of the clothes it just keeps trying to adjust itself till it stops with an error of an uneven load

and the dryer makes a real load sound until you give it a spin with your hand and then turn it on again

together they cost 2000 arent they supposed to last longer than 8 years?
any suggestions on how to fix? My husband cannot figure out these kind
of washers, the dryer at least still works bypass the noise part.Any suggestions would be great, thanks,,,,Flo
