I have particle board "furniture" that sag with nothing on them. In my case
the weight does not matter.

I would never buy furniture, RTA or otherwise, at Walmart, for just this
reason. That said, I have multiple pieces of RTA (Ready-To-Assemble)
furniture, made of particle board and veneer - multiple bookcases, CD/DVD
towers, two computer desks, a storage chest and an entertainment center -
and haven't had problems with any of them. The veneer on an edge of the
keyboard pull out shelf on one computer desk is a little wrinkled from a
liquid spill (oops), but it's not bad. I did have the TV shelf of an old
entertainment center sag with the weight of an even older TV, but that was
more poor design than anything else. Solid wood will also sag with too much
weight. It just takes longer.
I think the point is - one can't expect particle board to behave like solid
wood, because it isn't. And especially, it CANNOT get wet. When it gets
wet, the particleboard swells and that'll pop the veneer. Plus, not all
particleboard is equal. Cheap prices mean cheaply made particleboard, and
cheap...is cheap.
As for the veneer, if the particleboard under the veneer is swollen, nothing
is going to make it look right. If it's not swollen, and the veneer just
came loose, then glue and clamps should fix it.
