when the cold water comes in the water heater there should be plastic sleeve that brings the incoming cold water to the bottom of the tank , the bottom thermostat is generally set at a higher temp than the top thermostat as to start heating the water and causing the hot water to rise and mix. .If the top thermostat is set at a higher temp then the bottom the cold water below the top element keeps this hotter water from mixing with the rest of the colder water and will actually boil and steam enough to puke out the relief valve..this with also happen if the plastic sleeve breaks off thus not allowing the colder water to bottom to preheat and mix and rise .This again can happen if the bottom thermostat or the element are working.I have had all three scenarios in the thirty years of own my home . hope this works jeff

well after 5 or 6 days replacing pressure relieve valve. it did'nt solve the problem. Called whirlpool and they said i might have to install a diafram in cold water line coming in to heater to help control pressure. i need to find out if they come in 3/4 fittings .since i have a 3/4 flex line coming from from shutoff going right to nipple on heater.which is only 14 inches. at 90 o/o angle. i hope i have enough room to get fitings into add diafram .
