I agree in principle however it will give the person inquiring a heads up since there are some who will certainly take advantage of the inexperience of others.  It sounds like they have lose one leg from the transformer in which case they will either need and electrician or the power company that has either the parts and or the equipment to repair the problem.  Thankfully it does not appear that the ground or neutral has been compromised or light bulbs and light loads would be damaged throughout the house.

If a person is asking questions about their electrical feed problems, I don't believe they are qualified to DIY the problem.  Calling an electrician may be viewed as expensive, but it is certainly the safe recommendation.  Calling the power company will determine the power to the meter is intact and would be a first step. If the problem still exists, an electrician must be called.
