I wish you the best in your efforts to solve this problem.  I would drill small holes thru concrete where moisture is most present.  Wait a little while, not sure how long, but evaluate if holes fill with water. This will help isolate leaks.  then you will have to break out some concrete, use circular saw with special blade or use hammer and chisel.  You should only break out sections  that are contained, so repair will not overwhelm.  Maybe chalk out grid based on wetness.  I hope I explained my process clearly.  Good wishes.

Concrete floor? If so, you may have a broken water line under the slab.
