If you remove the metal threshold and put door on floor, you risk pest control, but also risk door dragging floor with changes in temperature/ weather, and any water may now flow into garage instead of dripping/draining out the tapered threshold. If your building is not to be weather/ pest resistant, then no problem if installed with clearance to floor. Illustration: Common problem w/ exposed door is frame rot on bottom from water, and this will be worse with frame sitting on slab, soaking up moisture
