My solution to pulling up old carpeting and padding has been to start in the middle and cut the old carpet in about 2 foot strips which can be rolled, tied and handled with ease.  I start in the middle so that the edges can be moved away from the walls to be rolled and removed.  I also have a very small pair of end snips with which I carefully remove every staple, and even then it is easy to miss one or two.  Of course if you are going back with more carpeting removing the old staples might be over-kill.

If it were me...and I was disposing of the old carpet, not re-using it...I'd
leave the old carpet down to act as a "drop cloth," paint, then pull it out
and dispose of it.  This is what I'm doing in my rehab house, although it's
linoleum tiles instead of carpet.  The tiles are protecting the flooring
underneath while all the work is being done so I don't have to worry about
things falling and spills.
