just looking at the $1160 price tag for the conventional water heater, I would think that's the total cost including hardware.

Do these prices include the equipment. Notice you mention outside walls and heat pumps. It gets too cold here in the flat lands to even consider outside walls, and there is so little latent heat in the atmosphere during hard winters that I would be afraid of heat-pumps. The Rheem we installed is also condensing but because of its proximity to the chimney it does not condense and so no drain or condensate pump was needed. Heat pumps have never really caught on in this part of the country and those who did go that route were not happy with the results.

4. Install 50 gallon Electric tank heater in crawlspace at same location as existing tank. 0.59 energy factor,
average operating cost $520/yr: cost $1160 to install.
