Yes, felt paper is the same as 15# tar paper; another commonly used is called resin paper, which is red instead of black.

We were told to buy felt paper to put down over the subfloor before we put down the floor planks.Is felt paper the same as my husband calls "tar paper" that goes under shingles?

p.s. to answer your other two questions: 1) Yes, it does go down the toilet; 2) Yes, it (Might/ might not) mark the porcelean, but the marks can be removed easily with Ajax/ Comet

Sorry for delay, just saw you question. A "Closet Auger" (professional) is about 5-foot, has a plastic cover on the curved part to minimize porcelain marks, and works on about 90+% of toilet clogs. Check you local big box, or plumbing supply house, expect $40-60, (which is cheaper than a plumber call)
