Yes a very good "diagnosis"...  But the probability of any balancing to solve the problem

is slim to none.    The easiest and most cost effective heating solution will be one or
two supplemental 1500 watt electric room heaters.    If all of the wall outlets in that room
are on one breaker then only one electric room heater can be used unless you  were to
use a heavy duty extension cord to attach an additional heater to a hall way outlet or
an outlet in another room attached to another circuit.
Not the same lack of airflow in the wintertime creating heating problems will   foretell an
even bigger problem in the summer time with inadequate cooling in the room especially
during the hot day.  Night times might be bearable with the available cooling airflow.

Remember when shopping for the heaters that no matter if the heater costs $15  or $300
a 1500 watt heater still puts out the same amount of heat.  Dont be tricked.   You could even
use a 1500 watt hair blow dryer...  Same amount of heat output.    The law limits portable heaters
sizes to this because any bigger and the circuit breakers will blow.
