UGH..sorry...I know how to spell assume...ugh
mine are all wall mounted...however anemometer would
still work to measure flow..

I wonder if a toy electric (dc) fan and voltmeter would work
as spinning the blade may generate a voltage proportional to
flow????

I had difficulty following your explanation, then I realized you must be talking about wall mounted registers. Most of my registers are in the ceiling and your test would not apply.  Is that correct?

and observe the flow by how far the tissue paper is blown
