Probably..we live with our cool living room with a very small undersized
duct...
If very cold weather we use a small quiet fan to circulate warm air
into the room...

But we live in San Diego,Ca and you can count cold days on one hand!! LOL
But climate change seems to be real...we had warmest/hottest summer and
early winter on record...and our cabin in Yosemite still only has a dusting of
snow instead of the previous norm of 8 to 10 feet!!! (last time was about
2000)

So that would most likely be an innate design issue, rather than a repair issue. I agree with you. This is one of those "live with it or pay the piper" problems. There is no quick or cheap fix.
