Some gas water heaters turn off gas flow unless the thermocouple detects enough heat.
This can be a problem when re-lighting.
Those systems typically have some way to short term bypass this feature. Sometimes its something like a "light" setting on the knob, or you need to push in the knob, light, and hold the knob long enough allow the thermocouple to warm up and keep the gas flowing.  

Normal rule of thumb is that if you can not re-light the water heater, wait 5 minutes between attempts to prevent gas pooling around the water heater to dangerous levels.

It's a Reliance 606, old and ugly, but I'd rather not replace it…

 

First, I thought it was a worn-out igniter, but after I got my nose at the right angle, I could see a good strong spark. So apparently it's not getting gas to the spark. I did not turn the gas off at the line.

 

Websearch is not doing any good….
