I have done this with a safety pin. My kids seem to have a thing about pulling them out. It works but takes time. Good luck.

This guy seemed to use a pen ink
cartridge. Taped the string to it and then (what sounds
like) he inch-wormed it through the entire channel.
Bunched up the elastic and moved the pen through it... small
sections at a time. Could be that the tube is thin enough
with enough flex to make things happen.

Not tried and true on this
end.
