The water meter show be removed, with a stong screwdriver or water mater handle (at local hardware/big box store whose plumbing advisor should tell you how to insert the water meter handle). there should be a pipe with your meter and cutoff spicled at some point. There should be an arrow indicating direction of water flow. to stop the flow into the house, turn with a water meter handle(less than $20 at most places, and handy to have on hand) so that the arrow is pointing up or down with respect to the water line---like the letter T, but upside down. The black object in the second photo is a plastic cleanout plug for that particular plumbing line---maybe, you sewer l
line.
Regardless of which tool you use,( handle or screwdriver and locking joint pliers--to turn the cutoff), yoou will need some strength to do this job.
