UNTIL you turn off the house-water, do not proceed.

I have a tool, but sometimes a giant crescent/adjustable wrench and etc thru the handle will do it.
As said, sometimes this takes muscle.
The rule is, exercise each valve at home, once yearly.
The reality is, few folks do... so they get a lil stuck.
See if you can open the metal cover and look.
There is some minor danger for spiders... Are you allergic?
Carry a cell or house phone, and call if you feel odd after a bite.

While you're bored, cal and look up Moen on the net for
model # and parts/approx cost.
Now, possible salvation.
SOME... Many homes also have secondary water shutoff valve.
- It PROBABLY will look like an ordinary hose vale handle on a pipe, likely where the front of the house is, just inside your garage, or, where I am and its never freezing, outside your garage. If THIS is not stuck and turns the water off (check a faucet,) this can assist as well, in lieu of a meter valve turnoff.
PUT a paper towel or washcloth over your drain!
SOMEtimes a spring or screw comes out of these "valve bodies"
when you remove them.
Down the drain can be a hassles on many levels.
Just avoid it. I tape a paper towel down, in place.
