put my ear to it..and yes I detected a noise also. No, I didn't burn my

Hissing can be a loose element or just they washed the stove top and
there's water still there.

(the stove is about 15 years old, I bought it new back then) or could
this be a
problem with my wireing inside the house to the stove?

Stove's wiring might be bad, but maybe so as elements were not
replace properly after washing each time. UNLESS you inspect
b4 & after a tenant AND supply each with a manual, (and mebe
make them sign that they got it,) you get the shaft.

have had to pay someone to hook up the one that is already there.

WASTE. Simple. Is in the manual. Learn this.

Any thoughts on this?

That won't happen. 1/2 of the stove (or oven) may not work, or it may
all work, but at 1/4 power.
