I think its called a dowel plate. But found a reference to a dowel fluter. A guy said he found one at Woodcraft.com in an online forum. I looked at their website but it wasn't on the website.  Didn't see it in their catalog either. But if you contact them and describe it, they may be able to help you.
Found this but its just for forming round dowels from scrap. This is a dowel plate.

I'm sure I've seen one of these or something very similar some place but can not find one to save me.  It is a hardened steel plate that is mounted to a bench or table and used to score dowels for gluing.  You just drive the dowel through its corresponding hole with a mallet to score dowels of any length.  The plate I have drawn to show here is for 1/4, 3/8 and 1/2 inch dowels but the ones I think I have seen had more holes covering a variety of sizes.
