If plastic heavy enough and you can find the right size hole saw, you can drill (a hole/ the hole) and screw a fitting into it (PVC, brass, etc) I did similar on a portable basketball goal base (heavy black plastic) (Tip, for sizing trial) you can experiment with junk plastic, such as a milk carton) or maybe
2. (same basketball goal base) developed a water leak hole on one corner by wheel, where dragged over asphalt/ concrete. I repaired this easily with a hot glue gun and the 12" clear glue sticks;
