The outdoor water outlet/faucet freezes and I cannot use it. The pipe comes
from the basement, thru the basement wall and then runs outdoors.
How can this be fixed? I heard something about making another faucet/valve
before it goes thru the wall and then let the water drain from the outside
faucet when not in use?

The freezing will eventually, if it hasn't already, burst the water pipe
and/or faucet. Ask me how I know. Best thing to do is install a valve in
the basement so you can shut off the water before it reaches the faucet
outside. When the temps get cold enough, and BEFORE it freezes, shut off
the valve and open the faucet to drain any water in the pipe. I live in the
snowbelt of western NY state, so this is an every year winter prep.

There are also special faucets one can install which have the actual shutoff
well inside the basement so it doesn't freeze. I have one of these, but
shut off the water valve anyway as an extra precaution. I've had to have a
burst water pipe repaired/replaced one too many times.
