Bedbugs aren't immortal. My household has gotten them from time to time, with the uncommon places that we travel, and we take a pretty relaxed view of them. Sure, we kill them off when we get them, but when we do they stay dead until someone else brings more home a couple of years later.

If it's just a suitcase you're worried about, do what we do: set off a bug bomb in a black plastic bag, slide the open suitcase inside, close it with a twist tie, leave it outdoors in the sun for a week or two, then dump the case out and let it air, still outside, for a couple more weeks. No bugs, no smell, very little fuss.

I don't mean to sound snobby in this response, but ya know, today, friends are
not what they used to be it seems, I am down to 4 very very close friends
who are like family to me...so I am biased...here goes:

Bottom line in my book, you loaned a very nice piece of expemsiove luggage
in good condition, with no bed bugs.

They owe you a new case. Period. All you need is one egg and you're major infected.

Their responsibility...these days when we travel
I ask to see room first and inspect prior to occupying, I have pair of higher
power mag glasses and check seams of the bed ...we also decided to stick
to Hilton/Embassy suites where ever we travel as they guarantee no bed bugs
and will replace any items provably infected from any of their rooms...friends should
treat each other no less than that...

My friends, including my own actions, would ethically compel
me to return in same condition, if not better, is the bottom line.

Have no idea what to do with it if it has bugs or eggs. I'm kind of ticked because this was a nice and fairly expensive set of luggage.

Enclose it in a black plastic bag before putting it in the trunk, unless you
want bugs in the car. When it starts to get hot, they'll start crawling to
cooler locations. An alternative to the trunk, is just to enclose in a
black plastic bag and leave it sit in full sunlight for several days.

honestly, I wouldn't risk handling it AT ALL.  Those buggers can jump off the luggage and hitch a ride on your clothing and right into your house.

 

I'd recommend she dispose of the suitcase and buy you a new set. The cost of the luggage is WAY cheaper to replace than the PITA experience

and cost you'll suffer if they ever get into your house. 

 

She may, depending on the reputation of the hotel, get reimbursement for the ruined luggage.  Either way, it's on her to make things right with you.

Not positive but I'm not sure the diameter of the screw will matter too much, although you may not want to go too thick for fear of splitting the wood (dependent of how close to the ends or edges of the pickets you are installing the fasteners).

Tannins in cedar will deteriorate most fasteners quickly and cause "bleeding" (streaks below the fastener).  Best fasteners to help prevent that is stainless steel which are expensive.  You can also try hot dipped galvanized (not to be confused with electroplated galvanized).  Also there are deck screws which I believe are basically a longer lasting version of the "Primeguard" coating.

BURN IT!  I saw an episode of "Infested!" and according to them the only thing that gets rid of them is heat over 150 degrees.  I wouldn't risk it.  If she's a friend, she'll offer to buy you a replacement.
 
Tell her to trash her clothes and buy new stuff when she leaves the hotel.  And to report the hotel to the health department.
