In all probability the metal is not stained but rather leached from the alkaline in the laundry products. Most stainless used in washers and such products has a very low nickle content and leaches quite easily. In other words it is cheap. The only practical way would be to buff the stainless back to its original luster and this would not be worth the effort in the long run because most who use laundry mats could care less how it looks as long as the clothes are cleaned, otherwise they wouldn't act like a bunch of slobs in the first place..
