Sounds like spider mites, ours gets them too and my wife uses a insecticide spray and also wipes off the leaves with rubbing alcohol to get rid of them.  They will kill the plant if let go.  Our hibiscus is over 10 years old and have turned into a tree, we bring it in during the winter and other than some suffering from old age it is still blooming all summer long as well as during the winter.

Hey yall! If there are any gardeners here, I have a hibiscus question.  My Hibiscus is finally blooming after 3 years of TLC.  However, there are some fuzzy looking things on the backs of the leaves.  IDK what they are, if it's normal or bad.  Any ideas??
