Could be the wax ring that forms a seal between the toilet and the drain
pipe is not making a good seal.
Buy a replacement wax ring (~$5). Drain and remove the toilet, clean
any leftover wax from the toilet outlet. Check to make sure that the
flange in the floor around the drain pipe is securely fastened to the
subfloor and does not move. Replace flange, bolts, and/or subfloor if
needed.
Install new wax ring , seat the toilet, and carefully tighten the bolts
(over tightening these bolts is a great way to break the toilet).
That solved a persistent sewer gas smell issue that we had.
