I found an insulation material for the insides of the tank.  Used it in Chicago area which is quite humid and it worked great.  I am sorry that it was so long ago I do not remember where or what the product is called.  Maybe someone else on this forum does.

If that's the case, is there anything to do besides just turning things on again and placing a towel underneath to see if it works? And outside of the weather stabilizing (it's going to be super hot for the rest of the week), are there any other symptoms. 

This is a secondary toilet so fixing it isn't super high on my priority list right now, so if there's any chance it's a "wait it out" then I'll take it. :)
