Of course there are many other aspects of the situation that I am not aware

but you should know that a landlord is legally responsible to provide a certain
amount of safety and functionality.   So be sure that you have provided 
descriptions of the faults or failures in writing for legal purposes.
Do it twice and mention in the 2nd  notice to the landlord that you
will wait  X days ( you decide how long...  Depending on your loss
of functionality or physical risk it could be just 24 hours or up to a week.

Then you can hire your own electrician (at a reasonable cost )   and you can
show how reasonable by getting quotes from more than one electrician
to do the work and in the next months rent payment,  you submit a letter
explaining why you have deducted the cost of repairs from the monthly
rent.    You could even throw in some fee for your trouble and difficulty
in hiring the electrician.   Yes it can get complicated as the landlord
could be within his rights to evict you or raise your rent for other reasons.

BUT  a judge would side with you the tenant regarding the deduction
of fees from the rent.     You could fight an eventual eviction action
and maybe win but you have to decide if you want to create the
"bad blood" between you and the landlord.    Now if  personal safety
in involved..... just do it and worry about the other stuff later.

Suggested talking points..  you could mention to landlord in writing
that you fear for your safety and that you are considering having
a municipal inspector examine the electrical situation as you dont
want anyone to die of electrocution.
