I have done exactly this! I have a great walkway from my back deck to my garage with my old deck wood. My house was built in the 80's and I have had the walkway and raised beds for more than 9 years now and still doing well. So, for plants, it is fine. For vegetables, if you want completely "organic" vegetables it is not the thing to do but I have plenty of friends who have made raised beds with deck boards (and have had them for many years and have grown some very impressive vegetables. I cannot grow vegetables as my yard is 95% shade!
I know that people worry about the arsenic used in deck material but I guess that I am getting to the age that I just think worrying about all that can harm you will leave you wanting to live in a bubble. I consider myself healthy and have managed to survive a childhood that most parents these days would find appalling and horribly dangerous.
