Disclaimer - My day job is working for a major retailer.

Gift cards are no longer redeemable for cash, no matter how little is left
on it. So there's no buying something inexpensive and getting cash back for
what's left on the gift card.

To return something, it has to be within 90 days, with a receipt and the
packaging for the item. If the receipt says you paid cash, you'll get cash
back. If you used a debit card, you can get cash back. Credit card, the
refund is put back on your credit card. No receipt, you get the amount due
on a store gift card. I'd have to check to be sure, but I believe that if
you used a gift card to purchase something which is being returned, you get
the amount due on a gift card.

Policies had to get strict because too many people were abusing it. I have
seen people try to return a container of dental floss as "defective" (no
receipt), when it was empty. They just wanted a "free" one. Another
brought back a tent, which was filthy and had obviously been used all
summer, and wanted full price. I, personally, helped a man pick out his
daughter's clothes for a dancing recital (on a Friday), only to have the
same clothes returned on Monday...after the recital. These are just a few
examples from 12 years of working retail.
