[DIY] how do I stop my bathtub from dripping water

 

I have developed a leak in my upstairs bathtub/shower is it is single handle shower I believe by moen. I was looking at youtube videos on how to do it but I am a little lost. I have unscrewed it even took out the U clip. When I used my pliers to pull the valve the water comes back on. Is there a special tool I need and do I need to turn off the water to the house and also if I need to turn off the water to the house where would I do that at? Thanks If there is anything else you can advice me on I would appreciate it. The leak is making me insane and my water bill has gone up.
