If your heating system is a forced air furnace, you could have a booster fan installed in the duct to increase its output.
Also, as mentioned already, be sure the damper on the unused fireplace is closed or something is stuffe3d in the chimney to top drafts from sucking out the room's heat.
The cheapest thing might be to take a previous suggestion and get child guards to put around the existing baseboard heaters.
