[DIY] Decking over concrete

Got the carpeting in, the drapes are ordered and the painting is almost completed. So with this beautiful weather, the daffodils and tulips are blooming, we want to get started on the outside.

DH is currently building a 2' lattice topper to bring our fence up to 6' and a little more privacy. Since we originally put in a good neighbor fence it will fit between the boards.  Adding a new deck under the big tree, where the roots make it impossible to do anything, it will connect to the walkway we put in a few years ago.

From the kitchen we have one brick step down to the standard concrete patio.  I want to deck over the concrete and connect it to the existing walkway.  I don't want to lay the decking flat on the concrete but also don't want it high enough for critters to make a home underneath but I'd like to be able to hose underneath with a power washer.  So, what do you think?  Leave the step and deck around it, or begin the decking at the doorway and add the step down further out?  Boards will run parallel  to the house.  I want to connect this deck to the walkway so it continues all the way around to the larger deck.  Slope of the yard in this area forces the drainage right where you have to walk to get to the back and it gets messy in the winter.
