Hi Melissa;
Maybe the smart option is to not take them out.
There are other options. One would be to replace
the poles, and have a functional clothes line.
Another might be to cut off the poles, and slightly
raise the ground to bury the pads. Another might be
to build planters over them. You might not need to
remove all that concrete.
