Vinyl siding snaps together on the bottom of each row and nails on at the top. Overlap the seams on each row or piece. They make a tool to unsnap it at the bottom somewhat like using a shoe horn, but you can use a screw driver or just your hands to do it. I am sure there are videos online to demonstrate this. Any shears, tin snips or even scissors will cut it.
