Hi, I've been painting my steel Bilco bulkhead and noticed that there's a little space (maybe 1/3 inch) between the sides of the bulkhead and the concrete edging on either side. This is the first time I've painted the bulkhead so it is the first time I've noticed this space. Should I fill that space in with something? I noticed a little rusting going on below that space which I can't get to. The bulkhead had sort of a polka dot pattern of rusting on the inside which I wire brushed, primed and painted.
