All said about valves leaking afterwards is true, butit is good to flush on a regular basis from the get go to reduce this problem.  Draining the tank and then turning on the water with the drain valve open or removed ,if possible, is the only way to stir up the deposits. Under pressure they just stay "pressed" to the tank.  That is why your hot water at the sink looks clean.  Also, you should replace the anode rod annually. Nobody ever do, but the corrosion attacks it first before the tank.  It acts like a decoy.
