This idea isn't a barrier but its a route for the cats to take. I have a curtain box that I let my cats have access to from my fireplace mantel.
I just made a fairly simple stairway. Its really strong and mounted to the wall with only 1 screw once I found the joist. It hooks at the top to a lip on the curtain box and rests on the mantel at the bottom I just needed the screw to keep it to the wall.
The cats love it. You may think of something similar to at least catch the cats fall of they decide to make a leap. Using the same concept you could make a bridge to the window you mentioned. Not sure I completely understood your description but thought of what I did.
You can't fully protect a cat from its over confidence. They usually fall pretty well, if not they heal well too. They love high places.

We are having a problem thinking of a way to protect a new cat when we decide to let him roam the house. One problem is that when entering the house, there are two stairways, one goes up and the other goes down. Next to the stairway that goes up, there is essentially a wall, and this wall is almost 8 feet high in the entry way, and 3.5+ at the top of the stairway. On the top of this wall, there is a board about 8 inches wide, running the length of the wall. So, when in the living room, the cat can jump on top of this wall and potentially fall 8 feet onto the entry way. (In fact a cat once did this, tempted by the interesting window over the entry door, but no shelf to stand on in front of it. He survived, but was not very active for a few days.) We've thought of sticky stuff or tin cans to make him not want to get on top the wall. It seems as if that would rely too much on luck for him not to fall anyway. Also thought of an attached book case on top of the wall or a set of decorative windows, but wish we could think of something more simple. Right now there is a love seat in front of the wall, in the living room--no good place to put it but maybe could be considered. Any suggestions appreciated!!!!
