The purpose of the circuit breaker is to protect the wiring and it should be sized according to the wiring connected to it, not the end load.  Check the national electric code.

I would want to change the breaker to 30 amp instead of 40; you WANT it to trip when things go wrong.. the extra 10-amps means an extra 2400-watts heat required to trip it... NOT a good thing (as you have seen).  Had similar when new more efficient air unit installed, they left the 50-amp breaker, but new rating was 35-amp breaker, so I went to store and bought 35 and changed it out..  No sense in letting a motor sit and FRY at LRA (Lock Rotor Amps) Just a fire risk
