If it's the wax seal, water would most likely flow out every time it's flush.  Unless they caulked all around the toilet, he would see that.

Aside from other items listed, it can also be the toilet wax seal, as the gas trap for the toilet itself is built into the toilet bowl.  Whatever the problem, if you cannot locate and cure yourself, you will need a plumber.
