SF Bay Area? My parents live there and I checked - 74% humidity. It will drop to 40% in a couple days. If you can just not use the toilet, since the other one is not doing this and wait it out to see if it stops when you start using it again, that would be a good indicator that it was condensation.
Usually, if it's the gasket between the toilet top and bowl, it would leak when you flush the toilet and not cover the bottom of the tank. It would be wet on the back of the toilet but not on the bottom of the tank.

We did just shift from strangely cold to unbearably hot in the course of a few days here in the Bay Area. So maybe that's it? It's not typically very humid here but it did just wildly swing.
If that's the case, is there anything to do besides just turning things on again and placing a towel underneath to see if it works? And outside of the weather stabilizing (it's going to be super hot for the rest of the week), are there any other symptoms.
This is a secondary toilet so fixing it isn't super high on my priority list right now, so if there's any chance it's a "wait it out" then I'll take it. :)
